There's nothing wrong with having a bunch of jpegs. There are many programs specifically made to create videos from them.
It is a pity that not everyone has a sound recording, even at the most primitive level, it often makes sense. Of course this depends on what kind of place the cameras are shooting, but still the audio track will never interfere, there are just cameras where audio is very rarely needed. It's not that hard to make code that will automatically use clipconverter mp4 for each video, in order to compress the video so that it takes up less space on your hard drive. We can say that this is a modern approach to processing the material obtained from video surveillance cameras.
