This is a 720p camera, solidly built with pan and tilt and bi directional audio. Wifi and ethernet built in. It retails at less than £50 from Amazon! It is marketed as a baby monitor but it has worked flawlessly for me without it ever seeing the internet. The web interface is a bit odd but functional.

This tells you all you need to know: http://www.keekoonvision.com/for-developers-a I had one up and running in minutes using RTSP/RTSP. Just got to get a control script together for pan and tilt.

[EDIT]: The developer doc I linked above is nearly correct - the command numbers are right but many are missing and it uses basic auth and not user=, pass= in the URL. All I have to do now is learn rather more Perl for the control script.
