Hmm... I periodically check my install procedure to make sure someone has not changed it and that it still works! I went through the install for 1.28.1 on 14.04-3 a week ago and it was OK... So, start with a fresh Ubuntu server install and just install LAMP from tasksel. Next follow the install step...

Did you review the install instructions? You may want to start over with a fresh install of Ubuntu server or try another camera. Also make sure you are using the correct port that your camera uses. I set my cameras to use port 80 but yours may use port 88 (Foscam default for some cameras).

You can watch your log file from the web gui. You will see events being removed from the database then orphaned events deleted from the drive. Filters should run every five minutes. I was not able to get libvlc to work with my Foscam FI9821W camera. VLC in Windows does work, though. Ffmpeg does work well!
