I now know that somehow the NVidia proprietary drivers were killing off video access - xawtv wouldn't run. I'm now on the VESA driver, xawtv works, I can live with 800x600, time to move on. Somebody mentioned checking the "apache error log" with no info as to how to find it or what to check. Does that sound right, and can somebody provide more detail?
