I have not found a solution to this issue. I'm moving on and upgrading my system.

I tried doubling the shared memory and that did not help.

After playing around with it apparently I cannot add another axis camera. The maximum cameras I can have are 12 Axis cameras and the 3 PTZ foscam cones. I disabled my Axis M3204 camera to get all of my essential cameras working. The M3204 is just a weather camera and is not needed for Zoneminder. So...

Finally got around to fixing this issue.

The owner of the directory /var/cache/zoneminder/temp was root. I changed the owner to www-data.

Now exporting works.

If you have a controllable PTZ camera you need to go to options, system tab, and enable OPT_CONTROL.

I dont know exactly how ZM works but doesn't it keep all incoming frames in memory until there is an event? When the alarm is triggered the event gets recorded to the hard drive.

Or does ZM use swap space for all incoming frames and processing?

When trying to export an event I get this error in the logs.
