Maybe localhost is http only (and the others https)? Did you check another browser? Any antivirus software interfering maybe? Did you check in 'Taskmanager' what exactly causes CPU spikes?

I noticed this as well. It might be technical limitations though because values react on large values indeed.
Maybe try to set in Camera Options on 'Misc' tab the window 'Scale' value to 1/4 (or similar).

You probably don't mean separate jpg alarm frames on passthrough mode then i guess.

Alarm frames have to be enabled explicitly on ffmpeg/passthrough.
