IF you want some nice quality used cams. This guy has some really goo deals. Just watch you bidding sometime bid goes really high. I got 6 cams for $30 shiped. One cam had a line in image sensor but the rest work great.

You need to feed ZM the corect frame rate or it will guss 30 /2 =15 but zm is not god at estimating that with network cams because it has to take apart the stream. Generaly its something like /strem.asp?cam=1&fps=15 but it will depend on the cam

You can also decrees mem useage by kicking apache out the door nginX (engineX) uses about 5 mb or ram total. mod_php is very inefficient

The biggest problem right now with ubuntu is that changed some stuff recently that slithery different that the norm on linux. There now migrating the init.d to upstart (the really fast boot up) but not all applications are using it yet and some have issues. Ex: on my server cupp starts before samba ...

In the camera setting itself theres a default scale option. Don't have zm handy right now so i can not give exact steps, but it should be easy to find.

There is also the fact the CPUs can do ifrent amounts of work depeding on new vs old.
Also as far as motion detection goes it can be anywhere from 2 cameras on a 2 cpu system to 20 on a 20 cpu system. It all depends on circumstances.
