Zoneminder on Buster with Pi4 is problematic. I have not been able to get a good performing ZM system on Buster 32 bit.
However, Ubuntu 20.04 server on Pi4, 32 or 64 bit runs Zoneminder very well!

Another option is to have a Zoneminder server off site which connects to cams that are port forwarded through the hotel firewall. I set up a fresh Ubuntu 20.04 server yesterday with ZM 1.36.7. Montage works here but I had to set AUTH_RELAY to Plain on prior test setups. Hashed seems to work now.

A Pi4 8 GB might run your four cams at a low resolution and frame rate. An older PC, maybe an i3, would do better. One with an SSD even better! You might try again with Mariadb. Don't second guess the install procedures in the WIKI. They do work.
