I had this same issue with ZM 1.25.0 and my recent upgrade to 1.26.4. Running Ubuntu 12.04 LTS. Go to the camera Zone and change the Preset to a less sensitive value. Good Idea to record what the settings are before you change them.

Did you:
sudo adduser www-data video
By the way, what entry did you use to create the symbolic link in Apache to Zoneminder? With 13.10 the conf.d directory is not in /etc/apache2 and I've been unable to get to the configuration web page.

Under Options-Config uncheck CREATE_ANALYSIS_IMAGES Set resolution to 320x240 Go to the camera Zone and change the Preset to a less sensitive value. Not sure what would be causing those errors. I installed 1.26.4 on a clean install of Ubuntu 13.10. Just can't get Apache linked to the right place. You will need to create a symbolic link called db in:
/build/buildd/zoneminder-1.26.4 pointing to /usr/share/zoneminder/db
