For what it's worth, I have the same problem. Same smearing, and generated alarms.
Different camera than yours.
Seems to happen at high bitrates.

Hi, I'm a new ZoneMinder user. I was able to get a view of some cameras using jpeg, but when I switch to mpeg, just blank screen on FireFox.
