Use modect instead of record or mocord. Increase pre and post frame count and tweak the motion settings to get the desired motion capture.

I think what is happening here is that his camera has a large keyframe interval. So his MaxImageBuffer probably needs to be around 500 or more. Why do you have the Maximum Image Buffer Size set so high? "0" is the default and you should go back to that as first start. Also set the Key Frame Interval at the cams to a lower value. If you use 10 FPS set the interval to 10. You should get better performance.

The Zoneminder WIKI has an install script for Ubuntu. Pretty much fool proof. Also I recommend Mariadb server.

Lower the camera resolution. 720P or lower. Lower the frame rate to 10 or lower at the camera. Run mysqltuner to make adjustments to the database settings (innodb_buffer_pool_size may need to be increased).

Upgrading the OS is iffy at best. The upgrade will overwrite Zoneminder with the version provided with the new OS. Therefore, I save my settings (backup the zm database is one way) and do a fresh install of the "new" distro. Saves me many hours of anguish. And I have had no issues with Ubu...

What you need to watch is the RAM used by the database server, MySQL or Mariadb. As the number of recorded events goes up the amount of RAM used by the database will go up. You are running Zoneminder on a desktop install. What Linux distro and version? What hardware?

OK, it looks like Ubuntu. If you are on a RPI there is a good chance the USB cam will not work... Have been down that road many times.

Nope, the amd64 package for Zoneminder 1.36.15 is not in the repo for bullseye. The armhf package is. It may take some time for it to show up. There is nothing wrong with your apt setup. I am runnung Bullseye on my home ZM server and am also waiting for 1.36.15...
