I have had the same issue with the libvlc. Go back to ffmpeg or the remote source type. May work much better for you.

What OS are you using? What connection method do you use for your IP cameras? Try turning down the frame rate and resolution. For the USB cameras do it in the ZM settings. Do not think you will be able to do what you want with Zoneminder. Zoneminder pretty much compares progressive image "frames" and detects changes to trigger alarms. Yes, your MP4 files are a series of frames and Zoneminder can process "files" but I would bet a 10 minute MP4 file ...

Try ffmpeg as a source. If you are running Ubuntu make sure to enable cgi in Apache.

What did you upgrade from? If it was Ubuntu 12.04 there were some changes to Apache that changed the setup procedure. Check the WIKI for more information.

It was something that worked for me some time back. Do not remember other than trying another setting when something does not work. Will set up a test machine and see f I can replicate the issue and come up with a reason. This may take me a couple of days due to some family commitments.

It is another way to start services in Linux.
If you can connect to your ZM web gui and add monitors you are OK. Try to start and stop ZM from the web gui. That will be the test if you have it right.
