I am not sure if I am looking at the doc for the same device that you have but it states the maximum resolution to be 704x576 so that might be an issue on the 2nd camera. It has been a while since I have messed with the bttv stuff so I am a bit rusty...
Have you tried it without any options configured for the card? If so, are you able to use VLC to open /dev/video0? What does "ls -h /dev/video*" show?

Can you do a "dmesg | grep bttv" and post the output here? If you dont get any results reboot the PC and try it again. This should be pretty easy to sort out but some more info would help a lot.

I cant look into it in detail right now but my initial guess is the systems timezone info needs uodating for your region. I can look into it in a few hours.

Add: ZM_OPT_USE_AUTH=0 to your zm.conf and restart zoneminder, should do the trick. If that fails you can change the value of ZM_OPT_USE_AUTH in the mySQL "Config" table to a "0". However, I just tested overriding it in zm.conf on one of my servers and it worked so that should be...

Wow 35$ and poe i gonna have to gamble on it..... Yep. Worst case scenario would be the one you get doesn't have POE so you can just use a cheap injector/splitter to power it over the Ethernet cable. I actually prefer doing that as I have a Raspberry Pi that can toggle the power on the power supply...
