That's about right. On a fast system, a 4 split chip will get 3-5fps depending on load because of video switching and loss of frames.

Just for the record, I can use a Logitech Quickcam Pro 9000 (version2) at 1600x1200 at 5fps, using zm 1.24.2 on Ubuntu Server 9.04, with no problems. I cannot see any reason why your Logitech does not work with 640x480 Colour Palette YUYV assuming you have enough shared memory and FPS is set to a reasonable rate. According to the Logitech UVC Frame list here for 08c5 Quickcam

Only 640x480 or 640x360 under Colour Palette YUYV are supported

Others formats are supported under MJPG

Have you tried Capture Palette: YUYV . What is the Device ID: output from command: lsusb . Apologies if I've missed that from a previous post!

Video plays in VLC media player, once downloaded, as wmv or ogv file type (if changed back).
