Have not had much success getting Zmninja to work with Pi 3B+ on Debian.

Have not been able to do that yet with Debian. Have run 1.32.3 on Mate 18.04 on Pi 3B+.

You may need to:
IMPORTANT FINAL STEP: Open Zoneminder in a web browser (http://server-ip/zm). Click on Options - Paths and change PATH_ZMS to /zm/cgi-bin/nph-zms

Or just use Firefox.

Use Firefox.
As far as I remember Chrome has never worked to show Montage. There may be a tweak for Chrome as there is in Firefox but I've never taken the time to find it.

Actually the ffmpeg source type does work on my Pi 3B+. The Storage/Video Writer is not compatible with Arm processors and needs to be disabled. Enabling Storage/Save JPEGS/Frames only does jpeg files quite well!

You can use the install script on the Zoneminder wiki. I have use it on a Pi 3 B+ running Bionic. You may not get support for ffmpeg. I used local and remote cameras successfully.
