Try putting a ?tcp at the end of your source line. This should force the use of TCP vs. UDP and could fix the issue. Also slow down the frame rate at the camera to around 5 FPS. Increase it if it works better.

As a test I changed the PATH_ZMS to an invalid value in a working ZM install. And I got the same results as with Ubuntu 13.10. So, this means that ZM 1.25.0 on Ubuntu 13.10 is not following the symbolic link to the /cgi-bin/nph-zms (which is the web path). Must be something in the Apache2 config fil...

Likely a UDP error.

Use a Source string like this:
rtsp://192.168.1.100/live2.sdp?tcp

The "?tcp" sets up to use TCP which is more reliable than UDP with cameras. Could also be a problem with your version of FFMPEG.

This is using the H.264 stream with FFMPEG

I've discovered that ZM is resetting the camera name and turning on Display Camera Name in my Foscom FI9821W V2. If I use just the presets the Display Camera Name stays off. Controled Camera Preset Display

The image/display on a controlled PT camera with presets has a black box at the top of the image which displays the last preset used.

Is there a way to get rid of this box short of turning off presets?

I discovered that ZM is trying to send control signals to <ip-address>:80. The Foscam FI9821W V2 comes set to use port 88 or port https port 443.
