Purge when full filters need 3 conditions. The 3rd one that is not there by default is the storage pool to purge.
Took me a bit of time to figure it out.

You'll want your WANIP/zm/ if your port forwarding.

yes that is true. when accessing zm from the public side.
When setting up the port forwarding on the router, he will need the private ip of the zoneminder server.

As far as I can tell, ZoneMinder is still doing some kind of processing on the video stream

Only thing I can think of is this setting

Monitor -> source --> Source Tab

Save JPEGs -->Analysis images only (if available)
Video Writer  -->H264 Camera Passthrough

EDIT2. reread your original post and you have set the autotimeout. maybe try a whole number '1' ? and dont hit zoom at all. once I got an error on my control script it wouldnt work at all till I restarted zoneminder. maybe the pan and tilt will work , until you hit zoom and your error is generated y...
