I was able to configure the camera and make it work with Zone Minder. As you can see I configured it for 10 fps, but ZM is reporting between 0.5 and 1.0 fps. Yeah, figured it out.
The cameras I purchased off ebay are outputting NTSC. Works like a charm now.

Long time reader, but first time poster. I have ZM set up with a 4400R card. Resolution 320x240 PAL. I have tried two different video cameras of different types, and my picture always turns out like the shot below.
